Directorate of Strategies, Future, and Entrepreneurship

The Directorate of Strategies, Future, and Entrepreneurship at the Ministry of Digital Economy and Entrepreneurship plays a pivotal role in achieving Jordan's economic modernization visions. By focusing on innovation and protecting personal data, the Directorate aims to create an environment that promotes entrepreneurship and supports investment in digital sectors. It combines expertise and knowledge to develop effective strategies, policies, and action plans that help grow the national economy, with special attention to economic empowerment for youth and women.

Additionally, the Directorate serves as a link to the international community, showing Jordan's commitment to sustainability and innovation in a constantly changing world, and strengthening its role as a major driver of economic transformation in the country.

The Directorate of Strategies, Future, and Entrepreneurship comprises three departments and one unit:

  1. Strategies, Future and Policies Department.
  2. Personal Data Protection Department.
  3. Investment and Entrepreneurship Department.
  4. Innovation Management Unit

 

Strategies, Future and Policies Department:

Prepare, develop, and update the legislative and regulatory frameworks for the telecommunications, information technology, postal services, digital economy, digital transformation, and entrepreneurship sectors. Translate these frameworks into actionable plans that align with national visions and international best practices. This includes monitoring and evaluating their implementation, assessing their economic and social impact, and fostering local and international partnerships. Additionally, promote international cooperation to enhance economic collaboration and facilitate the exchange of knowledge and practical experiences in these sectors.

Telecommunications, Information Technology, and Postal Policies and Strategies Division.

Prepare, develop, and update the legislative and regulatory framework for the telecommunications, information technology, and postal sectors at the national level. This includes monitoring its implementation, and evaluating its impact to ensure alignment with national and global visions, as well as national priorities that enhance sector efficiency, stimulate investment and innovation, and achieve the ministry’s strategic objectives and goals.

Digital Transformation Policies and Strategies Division:

Prepare, develop, and update the legislative and regulatory framework for digital transformation at the national level. Monitor its implementation, and track progress to ensure alignment with national and global visions, as well as national priorities that support the digital economy and achieve the ministry’s strategic objectives and goals.

Electronic Participation Division:

Prepare the legislative and administrative frameworks to enable and promote the electronic participation in decision-making process at a national level, and modernized it to reflect the global trends. Take all necessary actions to encourage government bodies to abide by legislative mandates, implement e-participation and include Segments of society in decision making processes, designing of Government services, and provisioning of these services.

Division of International Cooperation and Strategic Partnerships

Pivotal in advancing the Kingdom's interests within regional and international organizations and unions specializing in the digital economy and entrepreneurship sector. The Division oversees the Kingdom's commitments in bilateral and multilateral agreements, ensuring their implementation aligns with the ministry's strategic objectives. It also explores and develops local and international partnerships that enhance economic cooperation in the digital economy and entrepreneurship fields.

The Division focuses on innovating new ideas and collaboration programs, conducting specialized studies and research on strategic partnership opportunities, and playing a key role in following up on signing agreements and implementing resulting projects. Additionally, the department represents the Kingdom in international meetings and forums in coordination with relevant government entities, ensuring the achievement of national interests following international standards and best practices.

Personal Data Protection Department:

It is an organizational unit in charge of protecting personal data and ensuring compliance with the provisions of the Personal Data Protection Law No. 24 of 2023 and its implementing regulations.

Regulatory Affairs and Compliance Division:

This division is committed to ensuring that organizations handling personal data comply with the law, its regulations, and the directives issued under it.

Regulatory and compliance department tasked with developing the necessary instructions, guidelines, codes of conduct, and templates to facilitate adherence to these legal and regulatory requirements.

Awareness and Education Division:

Dedicated to fostering a culture of privacy and personal data protection within the Jordanian community.

The awareness and education department work to educate individuals and organizations about the importance of data protection, raise awareness of rights and responsibilities outlined in privacy and data protection legislation, and implement innovative awareness campaigns and training programs. Our goal is to ensure a secure, protected, reliable, and sustainable digital environment.

Licensing, Permits, and Records Division:

This division is responsible for managing the processes of granting licenses and permits, including acceptance or rejection procedures. It also works on creating and managing a national registry containing the names, contact information, and roles of data controllers, processors, and data protection officers.

Customer Service Division:

Dedicated to receiving, investigating, and responding to complaints and inquiries related to privacy and personal data protection this department is committed to providing timely and high-quality service to all inquiries.

 

Investment and Entrepreneurship Department:

 It is responsible for fostering an investment-friendly environment within the telecommunications and information technology sector and promoting entrepreneurship across the Kingdom. Its role involves creating the necessary conditions for startups to thrive and grow, while maintaining an open communication channel with entrepreneurs and investors to offer supportive programs and facilities. The Directorate also develops and executes initiatives and projects to enhance the entrepreneurial and digital capabilities of Jordanian youth. Furthermore, it supports the Ministry’s decision-making process by contributing to the formulation of policies and strategies through evidence-based research and data-driven studies.

Investment Division

The Department of Investments explores opportunities in the information and communications technology sector, emphasizing areas such as artificial intelligence and cybersecurity. It works on developing local and global investment plans in coordination with relevant authorities.

The department also works to enhance the sector's attractiveness by revising legislation, promoting investments, and participating in international exhibitions and events. Furthermore, it offers technical assistance to companies, ensuring legal compliance and enabling them to benefit from government incentives.

Entrepreneurship and Empowerment Division

The Entrepreneurship and Empowerment Department develops and implements projects to support entrepreneurs by providing funding, mentorship, and networking opportunities with stakeholders, while facilitating access to international markets.

The department also focuses on promoting a culture of entrepreneurship and preparing human resources with entrepreneurial skills. Additionally, it oversees the implementation of national and international projects, including digital transformation initiatives and E-Sports projects.

Initiatives and Future Stations Division

The Initiatives and Future Stations Department is responsible for planning and implementing initiatives aimed at enhancing digital skills and advancing the IT sector. The department also monitors and evaluates the outcomes of these initiatives to ensure the achievement of defined objectives.

It collaborates with partners to activate business incubators and to implement the Future Stations strategy. Additionally, the department focuses on organizing awareness campaigns and training programs to raise awareness of the importance of technology in driving development.

The department also represents the Ministry at various events to exchange knowledge and expertise with stakeholders

Division of Studies & Digital Economy Indicators

The department collects, analyzes, and publishes economic data and indicators related to the digital economy, telecommunications, information technology, digital transformation, entrepreneurship, and postal sectors. It also prepares comprehensive studies on the economic performance of these sectors at both macro and sectoral levels. The department supports decision-making within the ministry through evidence-based research and monitors international reports measuring competitiveness and global trends in these sectors. Additionally, the department conducts analytical studies to anticipate future opportunities and challenges in entrepreneurship, and promotes its activities to increase awareness and foster cooperation between the public and private sectors.

Support and Networking Division

The Support and Networking Department is responsible for developing communication strategies and managing both internal and external communication processes for the Directorate. It also works on building relationships with local and international partners.

The department organizes meetings and collaborative workshops to exchange expertise and monitors the performance of projects to ensure that objectives are met, providing recommendations for performance improvements. Additionally, it manages social media platforms to share updates and developments related to the Directorate.

 

Innovation Management Unit:

The Innovation Management Unit at the Ministry of Digital Economy and Entrepreneurship formulates and implements innovation strategies at the national and institutional levels, focusing on fostering a sustainable innovation environment that supports green innovation and digital transformation. The unit aims to promote a culture of innovation within the public sector by implementing development and training programs, creating interactive platforms for idea exchange, and providing sustainable solutions for problem-solving. It also manages strategic innovation projects and coordinates efforts with academic institutions, research centers, and local and international partners to achieve leadership in innovation, with a focus on providing financial and technical support for innovative projects and managing associated risks.

The unit is also responsible for organizing national competitions and managing projects that support innovation, such as the Crown Prince Award for Best Government Services Application, the INNSAN Platform, and the Jordanian Innovators Network. A significant focus is placed on developing green innovation and sustainability strategies, along with forming international partnerships to enhance collaboration and knowledge exchange.

Innovation Operations Management Division:

This division focuses on designing and implementing innovation strategies in alignment with the ministry's objectives and national policies such as EMV. It manages innovation projects such as the Crown Prince Award and the INNSAN Platform, ensuring projects are completed within the specified timelines and budgets. The division also enhances collaboration with local and international partners by signing partnership agreements and developing tools to support innovation.

Among the projects managed by this division is the Jordanian Innovators Network, an interactive platform that brings together innovators from various sectors to exchange ideas and propose innovative solutions. The division also oversees workshops and training events to promote a culture of innovation within the ministry.

Green Digital Economy and Sustainability Division

This division integrates concepts of the green digital economy and sustainability across various sectors by developing comprehensive strategies that support sustainable digital transformation. It supervises the implementation of policies promoting circular business models and waste reduction, as well as providing technical and technological support to startups in the field of green innovation.

The division also works on developing digital infrastructure according to the best environmental practices and establishes partnerships with universities and research centers to enhance innovation in the sustainable digital economy.

Through these divisions, the unit seeks to advance green innovation and achieve leadership in sustainable digital transformation at the national level, offering innovative solutions that contribute to the development of a sustainable digital economy that adheres to environmental and sustainability standards.

 

Inclusion unit:

The unit aims to empower marginalized groups such as women, elderly, people with disabilities…etc with the digital skills necessary for their integration into the digital society, while promoting fair and equitable access to digital services and technology for all segments of the citizens, regardless of gender, race, age, disability, or geographic location. The unit is responsible for developing policies, strategies, and programs that ensure equal digital opportunities and improving digital infrastructure in remote areas to guarantee inclusive access to services. The unit aims to build partnerships with organizations and the private sector to implement initiatives that align with its objectives of fostering the digital, economic, and social inclusion of marginalized groups.
